The urban transport hierarchy aims to rank modes of transportation based on their environmental and financial cost. The urban transport hierarchy or the green hierarchy prioritises walking and cycling over public transport as mainstream transportation. The green s requires space to be apportioned between carriageways, cycle lanes, pavements, and verges. In addition, the time has to be calculated between the type of motor vehicles and pedestrians at crossings.

However, the green hierarchy depends on how traffic volume to road capacity is maintained below 85%. Safety rules and regulations need to be maintained to ensure walking and cycling are a priority while designing urban road infrastructure.

In Pakistan, green urban transport is not prioritised. A major chunk of the road infrastructure budget creates signal-free corridors, flyovers, and underpasses that only facilitate cars and motorbikes. City administration does not spend on buses which is an essential mode of transport used to connect several neighbourhoods. The infographic shows the efficiency to cost ratio is a priority so that cities can be the centre of opportunities for most people.
