The Sehat Sahulat Programme is Pakistan’s first-ever health insurance scheme that provides financial protection to those living below the poverty line (earning USD 2 per day). The program aims to reduce out-of-pocket expenditure for underprivileged and financially challenged people. Under Sustainable Development Goal 3 (Good Health and Well Being), reducing out-of-pocket expenditure at health facilities is a key target indicator.

The program provides free of cost indoor healthcare services for registered families from the government empanelled hospitals. The national Sehat Sahulat cards have been issued below the poverty line to the masses. They aim to bring in more people of the lower-income demographic to increase health insurance coverage. The SSP is a cashless scheme and only requires that beneficiaries show their card for treatment.

Currently, 13.26 million families are enrolled under the SSP scheme, and more than 800,000 beneficiaries have availed of the medical service from 600 empanelled hospitals, including public and private hospitals.
